Why can't it be a Westminster-style system, that exists in other West Indian countries, like Jamaica, Barbados and Trinidad?

1: Voters have to be 18 and over
2: After the votes are tallied (in total) not by Regions...
3: Parties are granted SEATS in Parliment based on the total amounts of VOTES received.
Not that complicated!!!
