You're still holding on to the belief that Blake's time of 9.69 with a -0.1 headwind is not faster than Gay's 9.69 with a +2.0 tailwind, when your American coutnrymen who know more about athletics than you do already accept that Blake's 9.69 is the faster, when you factor in altitude and wind.
