PS the ICC sets the FTP, but they cannot force a team to play within a given timeframe. The WICB can easily say we're not playing in most of April and May, and there's nothing the ICC can do about it....
The WICb can't risk England turning to another team instead, there's big money involved in touring England with the TV rights and stuff, it's better to be safe than sorry

And now that the WICB can't fight the IPL, do you now agree that it makes sense for the WICB to insist on playing no international cricket between April 15 and May 15?
'The WICB has granted No-Objection Certificates (NOC) to Darren Bravo, Dwayne Bravo, Kieron Pollard, Marlon Samuels, Sunil Narine and Andre Russell to play in the IPL, and chairman of selectors Clyde Butts confirmed that some of the players would not play the entire series against Australia. “Nobody can play in the IPL if they don’t get an NOC from the WICB. They will have to negotiate with the WICB. Now this is the hypocrisy and double-standards I have been complaining about with regards to the Gayle vs WICB case....
The whole standoff between Gayle and the WICB arose out of the WICB's unwillingness to give Gayle an NOC while an international series is going on. At the same time, the WICB have willingly given the above cricketers NOCs to play IPL while Tests are being played against Australia and England. This WICB is cutting off its nose to spite its face....
