relative to Wyclef....put the rupees in the peoples pocket. send in people to distribute food, to cook, build etc during the early days when people cyar help themselves.
when the urgent need subsides then the money in the pockets become crucial. they people have eoemsthing to start again, to do small business in the supplying of the essentials.
if you put the percapita in the peoples hand every month for a while Bam! in the shortest of time the situation is going again, the people taking care of the situation.
wyclef it appears, is a fraud and an opportunist of the worst sort, aiding and abetting fraud as he goes...fraud with donated money.
on the other hand where are the Americans and aid for the flood-ravaged?
